The USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC) supports the resilience, recovery and modernization of Ukraine’s energy sector. CDM Engineering Ukraine provides engineering and technical support covering thermal energy, renewable energy and power network projects, as well as procurement of critical electrical and district-heating equipment. The assignment combines project preparation with practical procurement and implementation support, from pre-feasibility and feasibility studies through technical specifications, bid evaluation and verification of delivered equipment.

Municipal Energy Management Certification Ukraine (MEMCU)

The Municipal Energy Management Certification Ukraine (MEMCU) project supports Ukrainian cities in strengthening municipal energy management through the European Energy Award and implementation of demonstration investments. CDM Engineering Ukraine supports participating municipalities and prepares pre-feasibility studies for sustainable infrastructure projects across healthcare, water and wastewater, public lighting, education, sports facilities and heating systems. Proposed investments include renewable energy installations with battery storage, thermal modernization of public buildings, heat-pump systems and energy-efficient public lighting, with the overall objective of improving energy efficiency, resilience and energy independence of municipal infrastructure.

Ukraine Energy Security Support Facility (ESSF)

The Ukraine Energy Security Support Facility supports investments aimed at strengthening Ukraine’s energy security and resilience. As part of the EBRD/EU credit-line facilities, CDM Engineering Ukraine provides local technical and engineering expertise for the assessment and development of eligible energy investments, including:

Technical Due Diligence for Solar PV Projects in Western and Central Ukraine

CDM Engineering Ukraine provided technical due diligence for a portfolio of 10 solar PV project sites in western and central Ukraine. The assignment assessed the suitability and technical readiness of the sites, including available design and survey documentation, site conditions, infrastructure, permitting and grid connection. CDM also reviewed the consistency of the proposed PV layouts with site constraints and applicable land-use requirements and evaluated compliance of the design documentation with technical grid-connection specifications.

Energy Efficiency in Municipalities – Zhytomyr

The project supports the energy-efficient modernization of selected schools and kindergartens in Zhytomyr, with the objective of significantly reducing municipal expenditure on energy supply while improving the performance of public buildings. CDM Engineering Ukraine provides local engineering and environmental support for project implementation, covering design, construction management and the management of environmental and social requirements.

Engineering Consulting for Three Solar PV Parks – 147 MW

Three solar PV parks with a combined installed capacity of 147 MW were developed in Ukraine, with the plants planned to provide renewable electricity for approximately 76,000 households. CDM Engineering Ukraine supported Fichtner in providing engineering consulting services during the construction and completion phase of the projects.

Technical Due Diligence for Libental 120 MW Wind Power Plant

The objective of this assignment is to provide the Lenders with a report on the technical aspects and risks of the Project in order to enable the Lenders to assess whether the Company will have the capacity to service the proposed loan.

Engineering Consultancy Services for Diagnosis, Design, and Project Implementation Support to Enhance the Water Supply System in Kryvyi Rih, Ukraine

As part of its WASH program, IOM aims to support resilience and recovery efforts of water utilities (vodokanals) in Ukraine. The project in Kryvyi Rih aims to enhance access to a reliable and sustainable water supply service for the Kryvyi Rih population.

The project comprises five stages, starting with a comprehensive diagnosis of the water supply system and identification and prioritization of interventions focused on water treatment, pumping energy efficiency and water loss reduction. Conditional subsequent stages include detailed design and tender preparation, support for works supervision, and preparation for future interventions.

Remote Rapid Assessment: Power Needs of Ukraine’s Water and Sanitation Service Providers (WASHPaLS2)

The aim of the project was both to prevent urban water shortages and to assess longer-term improvements specific to energy efficiency that could be made by water utilities (Vodokanals) in five cities of Ukraine: Kyiv, Lviv, Kharkiv, Kherson and Odesa.

The rapid assessment was followed by procurement support, including identification of equipment specifications required for tender documents, market and vendor research, review of offers received from potential suppliers and presentation of assessment results.

Rehabilitation of Water Infrastructure – Izium Vodokanal

The assignment covered engineering services for the rehabilitation of water infrastructure in Ukraine, specifically the wastewater pipeline of Izium Vodokanal.

CDM assessed a section of the pressure sewage network consisting of a double pipe with a diameter of 280 mm and a length of approximately 360 m, carried out the required surveys, developed design documentation for reconstruction and provided assistance in passing the design expertise.

Programme Wastewater Treatment in Mykolaiv – Feasibility Study

Feasibility study for the construction of wastewater management system including reconstruction of pumping stations and sewer pipes and construction and/or rehabilitation of a wastewater treatment plant with an average treatment capacity of 80,000 m3/d. Development of scenarios for the future (war, peace, migration, etc) and technical possibilities such as new WWTP, rehabilitation of existing WWTP or a combination. Technical and financial feasibility assessment including preliminary designs and ‘no regret’ early action projects upstream the WWTP, Financial and Economic analysis, preparation of Priority Investment Programme, Investment Packages and Procurement Plans, Environmental and Social Assessment and development of ToR for ESIA.

  • The Feasibility Study is carried out in three Phases:
  • Phase 1: High-level overview of status and condition of the existing sewerage system and the existing WWTP. Development of planning scenarios.
  • Phase 2: Analysis of the planning scenarios and recommendations for how to develop and rehabilitate the wastewater system in Mykolaiv. Identification of smaller “early action” projects.
  • Phase 3: Conceptual, technical design of a new WWTP located in Mykolaiv City, with recommendations on capacity and wastewater treatment technology.

Technical Review of Municipal Enterprise “Voda Donbasu”

Municipal Enterprise “Voda Donbasu” is one of the largest utilities in Ukraine responsible for water and wastewater management in the Donetsk region. CDM carried out a technical review of the utility’s conditions, including analysis of water demand and supply, electricity usage and water quality.

An options study (pre-feasibility) was also undertaken, covering recommended changes to water conveyance and the network, asset decommissioning and replacement, renewable energy involvement and a preliminary implementation plan.

Burshtyn Water Supply and Wastewater System Feasibility Study

The project included a detailed analysis of the water supply and wastewater disposal system in Burshtyn, Ivano-Frankivsk Region, and development of a feasibility study.

The objective of the project was to ensure that the water supply system would be sustainable for the Burshtyn area in the future. The feasibility study covered the entire water supply system, including wells, water treatment, water storage and the distribution system.

USAID Economic Resilience Activity (ERA)

The purpose of the USAID Economic Resilience Activity was to improve the overall economic resilience of eastern Ukraine. Starting in 2022, the project expanded its territorial coverage to central and western regions of Ukraine and adapted to provide crisis-related support, address urgent public infrastructure challenges, assist displaced persons and support public utility services.

CDM performed a full scope of engineering and environmental management services for the rehabilitation and improvement of existing public infrastructure, including local roads, bridges, water supply and sewerage networks, waste management infrastructure, public administration buildings, healthcare and education facilities.

  • The assignment also included technical assessments for routine restoration of more than 25 border crossing points on Ukraine's southwestern borders and 8 strategically important railway border crossing points.

Development of a Concept Master Plan under the Sustaining Health System Reform Program

The assignment provided technical assistance and analytical support to the Ministry of Health of Ukraine, with modernization of healthcare service delivery and the healthcare service delivery network forming one of the core elements of the program.

The work covered municipal healthcare facilities in Vinnytsia and included assessment of the physical condition of existing healthcare buildings and infrastructure to determine their suitability for renovation or extension and their expected service life. Illustrative concept designs were developed for new healthcare facilities based on functional and capacity requirements, incorporating energy efficiency and environmental sustainability considerations.

Reconstruction of Social Infrastructure in Mykolaiv

The assignment covered reconstruction of social infrastructure in Mykolaiv Region. CDM’s work included validation of current and additional works for bomb shelters at Snihurivka, Shyroke, Sofiivka and Pavlivka, with particular focus on solar panels and the associated technical solutions.

The work also included technical assessment of buildings and foundations, validation of findings against Ukrainian standards, biddability and constructability audits, and procurement support for educational and social infrastructure facilities.

Special Assistance Program for the Modernization of Hospitals in Eastern Ukraine

The objective of the project was to improve the building infrastructure of state hospitals in Donetsk Region by identifying short-term measures for the renovation and modernization of hospital buildings, including building systems and energy efficiency improvements.

CDM provided engineering services covering the project from initial site assessment and development of rehabilitation concepts through detailed design, tender preparation and construction supervision. Rehabilitation concepts were developed in coordination with GIZ and local owners, including municipalities, regions and districts, and incorporated energy-efficiency solutions.

Technical Due Diligence (TDD) of power generation facilities in Khmelnytskyi Region, Ukraine

Technical consulting engineering services for the Technical Due Diligence (TDD) of the Customer’s power generation facilities in Khmelnytskyi Region, Ukraine. The assignment covered both the completed first-stage 851 kW gas-piston power generation unit and the second-stage development comprising a 4.6 MW gas-piston power unit and a 1.6 MW / 3.2 MWh Battery Energy Storage System (BESS). The assessment focused on the technical condition, design, equipment, infrastructure, implementation status and key risks associated with the facilities.

Environmental and Social Impact Assessment of a Lithium Mining Project

The assignment comprised an Environmental and Social Impact Assessment (ESIA) of a lithium mining project in accordance with international best practice and International Finance Corporation (IFC) requirements, as well as an Environmental Impact Assessment (OVD) in accordance with Ukrainian legislation. The assessment covered the mine site and the associated waste disposal facility.

The work included site investigations, baseline studies covering environmental and socioeconomic conditions, sampling and laboratory testing, and preparation of environmental and social assessment and management documentation.

The assignment comprised an Environmental and Social Impact Assessment (ESIA) as part of the feasibility assessment of the Kyivpastrans project, in accordance with EBRD requirements.

The assessment included review of prior project preparation activities and the Environmental and Social Management System (ESMS), baseline studies of the project area, assessment of compliance with national and European Union environmental standards, and preparation of the principal environmental and social documentation required for the project.

Environmental and Social Impact Assessment – Olvia Sea Port Concession Project

The Olvia Sea Port Concession Project aimed to renew and upgrade the existing port facilities and develop a new grain terminal with a turnover capacity of 2 million tons in the Port of Olvia.

CDM carried out the Environmental and Social Impact Assessment (ESIA) for the project in line with EBRD Performance Requirements, IFC Performance Standards and Ukrainian regulations.

Environmental Impact Assessment and Biodiversity Monitoring for Wind Farm Projects

The assignment covered environmental and biodiversity services for the development of two wind farm projects in Vinnytsia and Odesa regions.

CDM carried out monitoring of the annual cycle of birds and bats and an Environmental Impact Assessment (OVD) for the development of the two wind farm projects.

The assignment comprised an Environmental and Social Impact Assessment (ESIA) for the construction and modernization of several natural gas compressor stations.

The ESIA was performed in line with EIB Environmental and Social Standards. An Environmental Impact Assessment (OVD) was also carried out in accordance with the Ukrainian Law on Environmental Impact Assessment.
