Daniel Aspleaf
Owner and Director of CDM Engineering Ukraine, Daniel Aspleaf has a Master’s Degree in Chemistry from the University of Washington (USA) and has 25 years of professional experience, 14 of them in Ukraine, Eastern Europe and the former Soviet Union countries.
Combining a background in the physical sciences with international business development, Mr. Aspleaf is experienced in developing and managing complex, large-scale projects, involving investments in water, waste water, solid waste, transport, and energy-related infrastructure.
Mr. Aspleaf possesses a profound knowledge of the Ukrainian business environment, in particular related to infrastructure investments. This includes extensive experience with feasibility studies, procurement, tendering procedures, and project management particularly within the framework of FIDIC contract administration.
Tetiana Golovko
Tetiana Golovko is an experienced Financial Manager with a Master’s Degree in Finance and 15 years of professional experience in financial assessments and management of international contracts.
Mrs. Golovko has profound knowledge of the Ukrainian accounting and taxation systems in both private and public sectors, as well as IFRS. Mrs. Golovko has extensive experience in the financial analysis of regional and municipal infrastructure investments, cost-benefit analysis as a part of feasibility studies, financial and economic analysis as a part of options analysis for regional and municipal utility planning, development of investment options for utility modernization for IFIs such as EuropeAid, the EIB, and GIZ. Mrs. Golovko has experience in planning and delivery of training for municipal authorities in operational cost assessment of utilities development.
Mrs. Golovko has been responsible for the financial management of multiple IFI-financed projects for donors such as Europe Aid, the US Department of State, the EBRD, USAID, GIZ, and JICA.
